Thank you for contacting the Independent Police Complaints Commission (IPCC).  We acknowledge receipt of your emails dated 1, 2 and 5 January 2015 regarding your complaint against the Dorset Police and Crime Commissioner (PCC). We are completely independent of the police service and are responsible for making sure that the police complaints system in England and Wales works effectively and fairly.  However, each police force is responsible for considering complaints made against that force and recording your complaint.

Our role at this stage is to forward your complaint to the relevant police force.  If you are not happy with the police's decision on recording your complaint, you have the right to appeal to us.

I have passed the matter to the Dorset Police and Crime Panel (PCP) for them to consider and the police will be contacting you soon.

If you have not heard from the relevant police force within 15 working days you may wish to contact them directly.

My Reply:

Dear IPCC / Mr Robinson,

Thanks for your response, to be honest I was not expecting any further IPCC response due to the history on this case, including an apparent unwillingness of the IPCC itself to actually deal with earlier related cases properly.

Your response is obviously not “automated” as you have obviously worked out who it is from and that the DPCP is involved even though I did not include my name in the first email. This was to avoid having the email rejected by the appalling censorship put in place by Dorset Council and Jonathan Mair – taking us in the direction of the loss of freedom of speech, something that has become all the more valued by decent people in the wake of horrible events in France very recently.

And this even when Jonathon Mair has a responsibility “to ensure high standards of probity and legality” and the issues include blindingly simple questions about finances when the Chief Investigator of Hampshire, Colin Smith, actually said the costs “didn’t stack up” before ignoring this and writing something completely different in his report! And those costs included money (about £1 million) made from a single speed camera which was placed at a location where casualty reduction was not even possible as it was zero, so a pack of lies (including “casualty reduction”) were used to justify it to the public!

So I am very much hoping that the fact that the IPCC is opening a new case about this means that at last, the actual issues I am raising will be properly considered and that the case will be dealt with fairly and openly. Note that I have listed some simple questions which Martyn Underhill must answer.

However, given the scale of what has gone on before, it is very unlikely that there will be any proper response to you from the DPCP or Dorset Police, and they have made it crystal clear that they won’t communicate with me, so there is no point in me contacting them.

Anyway, I will wait for 15 days and see what happens. I have done my best to present the full situation in a way which can be read in a few minutes, but with the full evidence and history available to the full depth by following the links, and also an Update section at the end for more recent developments, including my response to Jonathan Mair.
