About me:
I am Ian Belchamber, a Poole resident, I am a successful engineer in the demanding field of software and electronics. These are subjects which can produce great products and services but the path to completion often seems impossible. It is only belief in the end result, huge intellectual effort and persistence which will break down apparent brick walls and produce something great. I am an inventor, my mind is constantly observing, measuring, rethinking and I do seem to notice things others do not.

It is difficult to suppress this way of thinking and when I first noticed widespread poor driving, much of it deliberate, and thought about the horrors of what those involved directly or indirectly in serious road accidents must go through, and also noticed that the Police were focussing on over-enforcement of absurd speed limits, frequently set by Councillors with absolutely no technical understanding of anything whatsoever and in breach of DfT guidelines (more interested it seems in "leaving a mark " than doing the job properly), I recognised in an instant what was happening as sure as 2+2=4. Dorset Police were far more interested in making money than public safety.

About 10 years ago I started making enquiries with the Council and Police. I was hoping I had somehow got something wrong, and that I would be quickly referred to concise and competent articles explaining why things were as they were and with a proper framework of evidence, analysis and transparency. But I got virtually nothing, and any replies that did come back were only of personal opinion, with an astonishing lack of procedure, professionalism, and even simple common sense.

As I tried harder to find answers and everything I found consolidated and increased my concerns, the obstruction only increased. But as I had unearthed what was in fact incompetence, waste, dishonesty, and greed in relation to safety work of all things, not to mention transport efficiency, and had a great deal of public support, I felt a moral obligation to keep progressing the investigation. I also found that things were just as bad in other regions, most notably Scotland, Kent, Humberside and even in government (DfT).

The first part of all this is documented in my original home page . All of this was bad enough but it was nothing compared to what started around 2010, which was (not at all coincidentally) the time that funding was massively reduced to "safety" partnerships and some were having to close with partnership jobs lost.

What I have now found
As this is an "introduction" and I have provided all of the detail and evidence in the articles you can link to below, I will just get to the point. This may seem a bit alarming and excessive but just remember what this is about - a massive industry with typically £2million turnover in every county, departments, jobs, not to mention money ending up in private companies, equipment,  etc., reputations, not wanting to admit errors etc etc.   Obviously there was going to be resistance to exposure. I knew I was opening a can of worms but I have been shocked, over and over and over again as the corruption and cover-up has escalated:

I have found:

INDIFFERENCE, DISHONESTY, COVER-UP, FALSE ACCOUNTING, CORRUPTION, FRAUD, MISCONDUCT (IN PUBLIC OFFICE), BREACH OF DUTY OF CARE, PERVERTING THE COURSE OF JUSTICE

and I have found it in

COUNCILS, POLICE FORCES, CHIEF CONSTABLES (and their assistants), POLICE AND CRIME COMMISSIONERS, DORSET POLICE AND CRIME PANEL, THE INFORMATION COMMISSIONER AND TRIBUNAL, JUDGES AND THE JUDICIAL OMBUDSMAN, ANTI-CORRUPTION UNITS, HEADS OF PROFESSIONAL STANDARDS, THE INDEPENDENT POLICE COMPLAINTS COMMISSION

DETAIL, ANALYSIS, EVIDENCE

2. A new and far more brief "start to end" description of a small part of what has happened and WHO was responsible , NAMING and SHAMING those who have taken part, about 34 public officials. It is rather sad that Martyn Underhill, the Police and Crime Commissioner, whose primary role is to make the Police accountable the public, has done precisely the opposite and played a major part. Hampshire Police, the IPCC, the information regulators and even Poole and Dorset Councils have also contributed.

If you read the articles you will see that I am now so confident of my conclusions of massive widespread fraud and cover-up that I am now offering £5000 of my own money to Dorset Charities if the Dorset Authorities / IPCC etc. will pull their heads out of the sand just enough to demonstrate that my concerns are unfounded rather than misusing the "rules" to protect themselves from them. They will not, indeed you will see the extent to which even recently they have tried to do the opposite, and shut down all possibility of any communication, as they know that ANY communication will demonstrate weakness on their side, and strengthen mine.

But I have time on my side, my analysis is complete, I can simply wait for PCC elections, a change in Police Regulation, exposure of other scandals, etc etc. This will be properly dealt with, and the more that those involved have turned a blind eye and continued, as they are now even in the face of exposure like this, the worse it is going to look. 

My aim in exposing these failures is quite simple, it is to encourage transparent, efficient and honest roads (and other) policing which will be good for everyone, including the many decent people who I believe do work in our police forces, not to mention genuine and substantial improvements in road safety and efficiency - desperately needed as the massive ramping up of driver "training" over the past few years of "no excuse" (at what I estimate to be a 700% profit) has coincided with a reversal of road casualty reduction, precisely as I predicted  

 

Achievements so far:

1. Closure of the fraudulent "Speed on Green" speed camera on Holes Bay Road.

2. End of dangerous camera van placements on the Dorset Way, very fortunately too as the barrier was smashed at one location where the van used to sit.

3. End of the ridiculous re-offering of the course to drivers every 6 months, making a mockery of the course, allowing persistent "speeders" to stay on the road and of course increasing the amount of money coming into Dorset Police.

** please note, although these things were definite acheivements at the time, there is nothing to stop Dorset Police from restarting these fraudulent / dangerous actions at any time
